Rick began his career in 1978 at The Ohio State University and served in many public safety roles within the Department of Public Safety and Police Division, including police officer, detective, crime prevention coordinator, training coordinator, Assistant Chief of Police and Director of Public Safety Administration. During his tenure he co-authored the university’s post-9/11 emergency operations plan and developed emergency evacuation plans for each building on the Columbus campus. He oversaw statewide coordination of campus safety and security initiatives, promoted and supported statewide campus safety awareness, emergency response and communications plans, and worked to ensure that safety, security, preparedness and prevention efforts are implemented on all campuses. Additionally, Rick was responsible for the development of the agency’s Continuity of Operations/Continuity of Government plan. He worked directly with the Department of Public Safety, the Attorney General’s office, the Governor’s office and other state and federal agencies to develop and maintain the agency’s COOP/COG plan.

In 2013, Rick was asked to develop Ohio’s Center for P-20 Safety and Security and serve as its first Executive Director. In that role, he rewrote Ohio law concerning school safety plan requirements and was responsible for overseeing the development and filing of nearly 5,000 school safety plans for public and private schools throughout the state.
