Keith R. Hall, MHSJA

Keith is a staff consultant.  He earned a Master’s Degree in Homeland Security and Justice Administration from Tiffin University and a Bachelor of Criminal Justice degree from Ohio University.  He is a graduate of the Public Safety Leadership Academy (PSLA) and the Police Executive Leadership College (PELC).  Keith began his career in law enforcement with the Fairfield County Sheriff’s Office and later joined the Upper Arlington Division of Police.  Throughout his 28-year career he served as a DARE Officer, a Field Training Officer, a Detective, Detective Sergeant, and as a Lieutenant.  He commanded the Criminal Investigation Bureau and the Support Services Bureau while with Upper Arlington.  

Keith has extensive experience in investigations at all levels including the internal affairs process. He has conducted hundreds of police background investigations and rewrote the background policy for the division while serving in the detective sergeant’s role.  Keith was the immediate supervisor and point of contact for all officers assigned to any state and federal task force for the police division.  He has a history of building positive working relationships with members of local, state, and federal partners.

As the Lieutenant over the Support Services Bureau, he oversaw the training unit, the school resource officer program, and directed the accreditation process through the Commission on Accreditation of Law Enforcement Agencies (CALEA).  He is skilled in policy writing, police budgets, human resource issues, and the collective bargaining process.  Keith has extensive experience in the area of law enforcement recruitment and retention.  He conducted all specialty position interviews and each promotional process for the division while serving as a Lieutenant. Keith worked with the Assistant City Manager’s team as the police point of conduct for the complete renovation of the police headquarters.

 Keith enjoys sharing his experience with those seeking a position in the law enforcement field. He has served as an Adjunct Instructor for Ohio University and as an instructor in the Upper Arlington Citizen Police Academy.  At Ohio University he has taught courses in ethics, police procedures, police supervision, homeland security, and cyber terrorism.  Keith served as a member of the Board of Directors for the Wagnalls Memorial Library and worked to improve the security of the facilities.
